CTIA – The Wireless Association® ("CTIA"), the National Telecommunications Cooperative Association ("NTCA"),and the Rural Telecommunications Group, Inc.("RTG") filed joint Reply Comments in response to the Commission’s Notice of Proposed Rulemaking ("NPRM") seeking comment on a proposed revision of the licensing model for the Cellular Radiotelephone Service ("Cellular") from a site-based model to a geographic-based approach.
