The National Rural Electric Cooperative Association ("NRECA"), the National Rural Telecommunications Cooperative ("NRTC"), and the National Telecommunications Cooperative Association ("NTCA") (collectively the "Rural Commenters") filed comments in response to the NTIA’s May 16, 2012 Notice regarding the Development of the State and Local Implementation Grant Program for the Nationwide Public Safety Broadband Network.
