NTCA met with staff to FCC Chairwoman Jessica Rosenworcel and Commissioners Geoffrey Starks and Anna Gomez to raise concerns about potential forbearance by the commission from universal service contribution obligations in the context of its net neutrality rulemaking. A separate meeting was held with a representative from Chairwoman Jessica Rosenworcel’s office late on Thursday as well.

As written, the draft net neutrality order would forbear from requiring broadband services to contribute to the Universal Service Fund (USF), complicating long-standing and continuing reform efforts and potentially leaving Congress as the only means for meaningful contribution reform.
