On August 25, 2017, representatives from the Wireless Internet Service Providers Association (“WISPA”) met by telephone with the Wireline Competition Bureau and the Wireless Telecommunications Bureau to discuss the recommended propagation data the Federal Communications Commission (the “Commission”) included as Appendix A to its Public Notice seeking comment on rate-of-return study areas that are potentially overlapped fully by unsubsidized competitors.
