On March 18, 2019, NTCA filed comments regarding the E-Rate Program Amortization Requirement and Modernizing the E-Rate Program for Schools and Libraries. NTCA stated that any elimination of the amortization requirement should be accompanied by "guardrails" to ensure that the E-Rate and High-Cost Programs work hand-in-hand to address the needs of rural communities.
