On March 3, 2020, NTCA filed reply comments with the FCC , reinforcing the need for funding to be available prior to any “rip and replace” requirement. The comments also recommended funding come from Congress, but suggested the FCC could use USF funds if Congress does not act quickly enough – while continuing to seek Congressional funding to replenish any USF amounts used.
