On March 10, 2020, NTCA submitted comments to the White House Council of Environmental Quality (CEQ) as it seeks input for an update to procedural provisions governing federal agencies' implementation of the National Environmental Policy Act (NEPA). NTCA suggested that CEQ adopt a government-wide categorical exclusion for the installation of broadband facilities in rights-of-way on or near previously disturbed federal lands, and ensure that agencies do not overlook small entities' permit applications as they try to streamline the NEPA review process.
