Director, Industry & Policy Analysis, NTCA–The Rural Broadband Association
Jesse Ward focuses on policy issues related to network reliability and resiliency. She assists in the promotion of NTCA’s advocacy positions, authoring a variety of materials including regulatory filings, white papers, information distributed on Capitol Hill and outreach resources. Ward represents the association by maintaining relationships with third-party organizations, various alliances or coalitions, and Federal agencies such as the Federal Communications Commission (FCC), Federal Trade Commission, Department of Homeland Security, FirstNet, and the National Institute of Standards and Technology.
She also serves on several industry councils, including the Communications Sector Coordinating Council (CSCC) wherein she was elected by her peers to serve on the CSCC executive steering committee for 2017; and the Communications Information Sharing and Analysis Center (also known as the Communications-ISAC). In addition, she assists with various working groups at the FCC’s Communications Security, Reliability, Interoperability and Reliability Council.
She is a frequent public speaker at state and regional meetings, and Washington, D.C.-based forums. For instance, in 2015 she spoke at an event at the national press club and televised live on CSPAN, and later that year, on a National Association of Regulatory Utility Commissioners panel devoted to cybersecurity.
Ward has been on staff with NTCA since 2005. Prior to her current role, Jesse served as both a policy and technology analyst. Among her prior accomplishments, Ward provided substantial research to NTCA’s Smart Rural Community initiative.
