NTCA Addresses FCC Proposal on Broadcast Blackouts

(March 8) In comments filed with the FCC, NTCA opposed a commission proposal to require cable operators to give their subscribers rebates when customers do not receive channels in the event of a blackout due to failed retransmission consent negotiations. NTCA stated that this proposal would only grant  broadcasters additional leverage in a market where they can already force take-it-or-leave-it offers on small MVPDs.
