(August 4) NTCA and a number of state associations asked NTIA for exemptions from certain Uniform Administrative Requirements, Cost Principles, and Audit Requirements for the BEAD program. While these rules are meant to guard against the risk of waste and misuse of Federal funds, they would as written prevent providers from earning a reasonable return on their investment and would discourage participation in BEAD.
