(March 26) NTCA filed reply comments urging the FCC only to accept the return of locations subject to a Connect America Fund (CAF) Phase II or Rural Digital Opportunity Fund (RDOF) auction award subject to three conditions: (1) payment of “early buyout” liability for the abandonment; (2) preclusion of the party seeking amnesty from seeking additional broadband funding for those same locations; and (3) a public comment period to determine whether abandonment is in the public interest.
