(July 2) In a meeting with FCC staff, NTCA members and staff discussed the increasingly excessive fees paid to access local and state rights of way for the purposes of network deployment and upgrade. NTCA stated that these fees and the delays involved in obtaining permits are the types of barriers that Section 253 of the Communications Act calls upon the commission to eliminate.
