(December 18) In reply comments filed with the FCC, NTCA pointed out that numerous commenters identified high, unpredictable fees and lengthy delays when seeking access to rights-of-way in more than half of U.S. states and the District of Columbia. The association also pointed to many examples of these fees and delays, and it urged the commission to act pursuant to Section 253 of the Act, noting that these conditions become barriers to deployment by causing providers to walk away from deploying wireline services in areas imposing these fees and lengthy delays.
