James L. Bass Manager Life Achievement Award
Fred Johnson
CEO (retired), Farmers Telecommunications Cooperative (Rainsville, Ala.)
Throughout his 32-year career at Farmers Telecommunications Cooperative (FTC), Fred Johnson demonstrated visionary leadership and an unwavering commitment to his employees, customers, and community. Becoming CEO in 2002 during a pivotal shift from traditional telephone service to advanced telecommunications, Fred led FTC through a comprehensive transformation, rebranding the company, modernizing operations, and overbuilding its aging copper network with a state-of-the-art fiber-to-the-home system. Today, FTC operates more than 2,400 route miles of optical fiber and serves more than 800 square miles, with financial margins quadrupling during his tenure. Fred secured approximately $40 million in grant funding to expand broadband into unserved and underserved areas and helped ensure long-term sustainability in an evolving Universal Service environment. A respected industry leader, he served for nine years on the NTCA Board of Directors, including a term as Chair, and also served on numerous state and national boards. Fred’s legacy is defined not only by strategic growth but also by his humility, steady leadership, and deep care for the people he served.

David Parker
Director, DTC Communications (Alexandria, Tenn.)
David Parker has served on the DTC Communications Board of Directors since 1976, helping guide the company’s transformation from a local telephone provider into a leading broadband solutions company. During his 50-year tenure, David oversaw major milestones including the transition from analog to digital switching, the launch of Advantage Cellular Systems, Inc., and the implementation of a system-wide fiber-to-the-premise overbuild that expanded service to unserved and underserved communities. Under his leadership, DTC secured significant state and federal grants, extending broadband coverage by more than 200 square miles and strengthening its position as a Smart Rural Community provider. David also helped foster strategic partnerships that enhanced service capabilities and long-term growth. Beyond telecommunications, he is a seventh-generation farmer and active community leader, mentoring youth and serving local civic and financial institutions. His steady leadership and forward-thinking vision have left a lasting impact on DTC and the communities it serves.

Andy Brown
Industry Leader and Consultant
Over a distinguished career spanning more than four decades, Andy Brown has been a servant-leader and trusted advisor across the telecommunications industry. Beginning his career at NTCA in the early 1980s, Andy rose to the position of Vice President of Association Services and played a pivotal role in advancing member programs, including helping establish the Foundation for Rural Service in 1994. Throughout his career with NTCA and later with broadband providers and associate member companies, Andy became known for his direct counsel, strategic insight, and ability to mentor emerging leaders. He has served on numerous industry committees and boards, remained an active presence at industry events, and consistently fostered meaningful professional connections among colleagues. Andy’s dedication to strengthening relationships and advancing the industry has left a profound and enduring mark.

WTC Fiber (Wamego, Kan.)
Olin Hamilton and Dustin Hatfield led the development of “Quick Connect,” an automated customer onboarding solution that transformed WTC Fiber’s installation and account activation process. Faced with a surge in service applications, particularly from multi-dwelling units, they designed and implemented a streamlined system that integrates online applications, payment processing, service provisioning, and automated customer notifications without employee intervention. By collaborating with vendors and enhancing internal systems, they overcame complex mapping, equipment, and integration challenges to create a scalable, efficient process. Serving a 750-square-mile area with just 46 employees, WTC Fiber now manages unprecedented customer growth while maintaining high service quality and satisfaction. Olin and Dustin’s forward-thinking innovation has modernized operations and positioned WTC for continued success.

During her 10-year tenure at Penasco Valley Telephone, Caleen Williams has exemplified the impact a dedicated key employee can have on an organization. As Executive Assistant, she provides meticulous documentation and communication of board and executive decisions, strengthening accountability and strategic clarity. She coordinates critical internal events, including board meetings and employee recognition programs, helping cultivate a cohesive and motivated workplace culture. Caleen’s institutional knowledge and emotional intelligence have provided stability during periods of growth and technological transition, and her ability to translate complex information into accessible guidance has enhanced collaboration across departments. Her professionalism, consistency, and leadership make her an indispensable member of the PVT team.

Ashley Littleton
Chief Marketing Officer, Syntrio (Vernon, Texas)
Ashley Littleton played a central role in guiding Syntrio’s brand evolution following the merger of Santa Rosa Telephone Cooperative with two additional companies. She developed a cohesive brand strategy that positioned Syntrio as both modern and community-focused, ensuring consistency across messaging, visuals, and customer engagement. Under her leadership, the company strengthened alignment between marketing, sales, and operations, resulting in increased engagement, stronger customer trust, and measurable growth in website activity and market recognition. Beginning her career as an intern, Ashley has grown into a strategic marketing leader whose thoughtful approach has helped Syntrio expand while maintaining its local character and values.

Jackie Kenshalo
Manager of Government, Community and Tribal Affairs, MTA (Palmer, Alaska)
Jackie Kenshalo created and launched the MTA Youth Technology Tour, an immersive program designed to introduce students, particularly from the local native village of Eklutna, to career opportunities in telecommunications. She coordinates hands-on demonstrations, department presentations, and interactive experiences that showcase the industry's wide range of roles. Jackie personally greets and guides students throughout the day and prepares staff presenters to ensure alignment with the program’s goals. Since its inception in 2021, the Youth Technology Tour has strengthened community relationships and inspired the next generation of technology professionals. Jackie’s thoughtful leadership has built a meaningful bridge between MTA and the community it serves.

JT Traylor
Lineman, Farmers Telecommunications Cooperative (Rainsville, Ala.)
JT Traylor demonstrated extraordinary courage and quick thinking when a colleague experienced severe medical distress early one morning at the office. Recognizing the urgency of the situation, JT transported his coworker to the nearest hospital in record time, ensuring he received critical treatment for a life-threatening blood clot. Medical professionals later confirmed that any delay could have dramatically altered the outcome. JT’s decisive action and willingness to step into the role of first responder exemplify selflessness and dedication to others. His actions not only saved a life but also reflect the strong sense of care and responsibility he brings to his team and community every day.
