DEFINITION: Perform high-level strategic management duties to direct the NextLightTM Broadband Utility Services in the City’s Power and Communications Department (LPC). Responsible for management of the functions, administration, and personnel of engineering, operations, metering, customer services, marketing, administration, financial, and other business functions as related to the NextLight Utility. Responsible for a wide variety of administrative, technical, and professional programs related to NextLight Services. Coordinate strategic planning and development, monitoring and updates. Oversee the development and analysis of the budget, rates and fees, Federal, State, and Industry compliance reporting, environmental management, business development coordination, business statistical analysis, performance measurement and reporting, trend analysis, competitive assessment, long-range financial planning, and customer information system interface with all City divisions. Work closely with the Electric Director, who is responsible for the Electric Utility that is part of LPC.

PRINCIPAL DUTIES: Develop and implement goals, objectives, policies, and priorities for the NextLight Utility of LPC in accordance with City vision, planning and community needs. Be responsible for a strategic competitive plan, implement necessary rate, service, or program changes quickly to ensure a competitive advantage. Ongoing gains to the residential and commercial take rate are expected. Evaluate and prepare reports and strategies to improve the effectiveness and efficiencies of utility practices. Identify and recommend improvements for evaluation by the Deputy City Manager and City-wide leadership. Participate in city-wide team meetings, issues, and programs. Direct the planning, organization, and administrative activities of the utility including business services, marketing, and customer services, distribution operations, and engineering divisions. Establish policies, procedures, and long-range plans for the operation and maintenance of the NextLight utility. Ensure that the broadband capacity demands of the community are met in a safe, responsive, reliable, environmentally sensitive and cost effective manner. Review and oversee performance measures including internal and external customer relations, operation, and planning. Review best in class assessments with other utilities for a variety of aspects including rate analysis, operational best practices, and other applicable processes. Direct business planning and analysis to ensure high quality, cost-effective operations to achieve results. Direct trend analysis and provide periodic reports for performance factors and financial status, utilizing data from various sources. Ensure a focus on emerging technologies and position the utility to use technology advances when cost and operationally appropriate. Direct appropriate tracking and analysis of customer and system load and usage data. Ensure that data is used appropriately for short and long term planning and to enhance the effectiveness and efficiencies internally and for customers; Ensure safety practices are a priority and that all departmental, City, and industry safety regulations and policies are communicated, understood and adhered to by staff. Oversee and prioritize capital needs within the Utility including short and long range planning and projects and programs. Direct and approve the development and implementation of short and long range planning studies concerning NextLight systems and services. Oversee and administer the Utility budget. Control or supervise the requisition of supplies, materials and equipment. Oversee the preparation and implementation of emergency response plans including critical decision making and resource deployment necessary to resolve emergency conditions. Develop effective relationships with, industry professionals and industry organizations, City Council, and others to ensure quality service delivery. Be an industry leader and represent the utility at various industry events and organizations. Develop effective relationships with customers. Interview and seek resolution to the highest level complaints, concerns, and issues related to NextLight services. Be part of regional broadband organizations, including serving as the Longmont representative on the Fiber Management IGA Executive Committee of the four owner cities and Platte River Power Authority (PRPA). Effectively monitor and evaluate issues affecting long haul fiber use, promote and support appropriate operating strategies and regional collaboration. Supervise and participate in the preparation of reports, planning, and other documents regarding utility activities, including legal compliance and standards. Oversee and coordinate city council communications and attend City Council and other meetings as required providing informative, high quality presentations. Oversee the selection, retention, and promotion of employees within the Utility. Supervise, empower, train, and evaluate multiple manager and other level employees ensuring goal accomplishment and performance consistent with City values and expectations. Lead, train, develop, guide and mentor employees toward improved performance in a manner consistent with City values and expectations. Practice an inclusive supervisory style with people from a variety of backgrounds, ethnic or racial groups, age groups, personality styles, and genders. Build alliances, foster effective teamwork, and build constructive relationships within and between individuals, other work groups, and other organizations. Demonstrate behavior that sets a positive example for integrity, fiscal responsibility, and professionalism.

WORKING ENVIRONMENT: Work is generally performed in a standard office environment. Work involves extended periods of sitting, working closely with others, and the ability to communicate effectively orally and in writing. Work is often performed under stress from deadlines or related conditions. Work requires making critical decisions, reasoning, and ability to exercise independent judgment in the solution of personnel problems; make effective presentations to small and large groups. Attendance at some evening meetings will be required.

QUALIFICATIONS: Bachelor’s Degree from an accredited college or university with major coursework in Computer Science, Internet Network Systems, Business, or equivalent. A Masters degree in related programs is preferred. A minimum of six years of increasingly responsible experience in the administration of broadband utility or Internet Service Provider. Prior supervisory responsibilities required. An equivalent combination of education and experience may be considered.
