(December 2) In reply comments filed with the FCC, NTCA noted the commission should not explore further regulation of data caps in broadband plans because broadband consumer labels are sufficient to notify consumers of data caps, and that the commission lacks legal authority to regulate BIAS rates in light of the Sixth Circuit stay on Title II authority.
