NTCA Responds to FCC Questions From Meeting on 8YY Access Reform

On February 24, 2020, NTCA submitted a letter responding to questions senior FCC staff raised during a February 12, 2020 meeting in which NTCA raised issues that would be faced by smaller incumbent rural local exchange carriers (RLECs) if access charges for 8YY traffic are transitioned to bill-and-keep, including revenue reductions and transport costs. NTCA emphasized that its concerns with respect to regulatorily mandated revenue reductions were both immediate and precedential.
