On July 15, 2016, NTCA–The Rural Broadband Association (“NTCA”) submitted a letter to the Federal Communications Commission (“Commission”) to discuss the additional proposals made by various parties in the FCC's set-top box proceeding. NTCA discusses in its letter both the February18, 2016 “Information Flows” Notice of Proposed Rulemaking as well as an alternative approach put forth by a group of large multichannel video programming distributors and content creators (hereinafter referred to as the “Apps Alternative”).
