CCA, CTIA and NTCA—The Rural Broadband Association (“NTCA”) (collectively "Wireless Industry Representatives") previously submitted an ex parte letter concerning an interim waiver of the Commission’s “former defaulter” rule for the upcoming auction of AWS-3 spectrum. The Wireless Industry Representatives understand that the Commission is considering a permanent change to the former defaulter rule through a Notice of Proposed Rulemaking and as such has recommended that the NPRM propose amending and replacing the rule to provide relief identical to that allowed for under this waiver standard and provided the eCommision with proposed language.
