On November 13, 2014, NTCA–The Rural Broadband Association (“NTCA”) submited a letter to the FCC with followup information to several recent ex parte filings. NTCA's prior filings related to a proposal to modify the way in which High Cost Loop Support (“HCLS”) distributions are calculated. The additional information shows the effects of its proposal on HCLS distributions from 2014 onward in comparison to current rules and also the proposal put forward by the Commission earlier this year.
