NTCA Addresses Lifeline Link-Up Reform with FCC's Wireline Competition Bureau

On December 17, 2019, NTCA met with staff from the FCC Wireline Competition Bureau to discuss Lifeline and Link-Up Reform. NTCA discussed options to implement requirements that ask for the submission of personally identifiable information by employees of NTCA members in connection with the Lifeline Representative Accountability Database. NTCA supports any efforts that address concerns about fraud in the use of universal service resources but asked for some level of differentiated treatment between employees of eligible telecommunications carriers and independent contractors or agents in collection such information.
