NTCA Urges FCC to Prevent Unilateral Shifts in Interconnection Costs

Citing concerns that a migration to bill-and-keep could encourage unilateral changes to interconnection responsibilities and result in increased costs for RLECs, NTCA urged the FCC to order that in the absence of mutual agreement, no party may force a change to any RLEC’s interconnection points that define financial responsibility for interconnection and transport.
