The Networks for Competition and Choice Coalition submits these reply comments in response to the Federal Communications Commission’s Notice of Proposed Rulemaking reviewing the totality of the circumstances test and the obligation of broadcasters and multichannel video programming distributors (“MVPDs”) to negotiate retransmission consent agreements in good faith. The members of the Coalition are INCOMPAS, ITTA – the Voice of Mid-Size Communications Companies, NTCA – the Rural Broadband Association, and Public Knowledge.
