On October 26, 2015, the Rural Associations submitted comments on the above referenced FNPRM regarding carriers who plan to replace existing "legacy" TDM-based telecommunications services with advanced IP-based services and the Commission's rule regarding regulatory approval under section 214 of the Communications Act of 1934, as amended.
