(Aug 24) In comments filed with the OMB, NTCA pointed to the FCC’s reasoning for providing a longer implementation period for small companies – namely, that they specifically would need to engage outside assistance, as well as economic principles to demonstrate that even “in-house costs” are still economic costs.
