NTCA Comments on Protecting Against National Security Threats to the Communications Supply Chain through the Equipment Authorization Program Revisions

(Apr. 7) In comments filed with the FCC, NTCA recommended the FCC work with the ICT-SCRM Task Force on HBOM (a “hardware bill of materials”) to identify potential solutions to the lack of awareness of equipment components, and that carriers must be allowed to rely upon a manufacturer’s certification that the equipment is not prohibited from receiving an equipment authorization. NTCA commented that the FCC only require providers to remove existing equipment if there is adequate funding first to fully reimburse the provider and ensures there is sufficient replacement equipment made available.
