(Nov 4) In comments filed with the Rural Utilities Service, NTCA stated that, as the agency updates the Rural Telephone Loan Program pursuant to the Agriculture Improvement Act of 2018, it should note where providers are receiving support from other programs to deploy broadband to minimum RUS standards, and limit awards in those areas to avoid overbuilding. Also, as its programs increasingly support broadband-capable networks, RUS should continue requiring funding recipients to provide standalone voice service, so residents and businesses have access to reliable 911 emergency services.
