On August 26, 2019, NTCA filed reply comments stating that an overall cap on the Universal Service Fund is not supported by the record. NTCA noted that numerous parties agreed with the association's assessment that such a cap would contravene the law and would undermine the predictability of support that is crucial for broadband deployment.
