(Sep 9) In reply comments filed with the FCC, NTCA argued noted that most other parties agree that the Midcontinent Petition for Declaratory Ruling filed regarding an interconnection dispute at the state level should be rejected. Like NTCA, these parties stated that the Petition is an attempt to preempt state authority to issue certificates of authority in a way that protects consumers.
