On February 24, 2020, NTCA submitted comments to the FCC in response to oppositions to the INCOMPAS Petition for Reconsideration. NTCA believes that grant of the Petition is necessary to ensure that the DIgital Opportunity Data Collection draws the proper distinction between broadband "deployment" versus "subscription," and enables broadband-oriented funding to be properly targeted based upon such data. This is particularly of interest to NTCA members in terms of future “competitive overlap” proceedings that may be conducted by the FCC.
