(Mar 29) In reply comments to the FCC, NTCA encouraged the implementation of an Enhanced Competitive Incentive Program (ECIP) to promote competition in and expand access to telecommunication services and spectrum access in rural areas and Tribal Nations. NTCA supports the FCC in their development of rules which will create more opportunities for small, rural carries to gain access to spectrum on a secondary basis.
