On February 16, NTCA filed comments supporting a proposal to enable schools to use E-rate support to connect students at home during the Covid-19 pandemic. NTCA stressed, however, that E-rate support should not be made available to schools to extend a connection to a student, via a “hotspot” or other method, to the extent a location with a student already has access to a connection made possible by leveraging the High-Cost Universal Service Fund (USF).
