(Feb 24) NTCA asked the FCC to deny the assignment of broadcast licenses in the Fargo DMA and the Duluth-Superior DMA to Forum Communications. NTCA argued that the parties failed to meet the burden to receive a waiver of the rule prohibiting one owner from holding more than one of the top-four broadcast station in the markets.
