NTCA Releases SMART Tools for Digital Inclusion to Aid Rural Broadband Adoption

Recognizing that access to the internet, digital devices and digital literacy are key to bridging the digital divide and opening doors to economic prosperity, NTCA–The Rural Broadband Association today announced a new toolkit to help its small broadband provider members increase broadband adoption and engagement throughout their communities.

SMART Tools for Digital Inclusion assists rural broadband providers and state broadband offices in promoting broadband adoption in rural communities by assessing local needs and developing Digital Equity Plans in coordination with new funding opportunities under the Broadband Equity, Access and Deployment (BEAD) Program. It includes examples of needs assessments, asset inventories and community action plans as well as successful initiatives NTCA members have undertaken to make broadband accessible to their communities.

As providers based in the small communities they serve, NTCA members recognize the importance of ensuring ubiquitous access to, and meaningful use of, robust future-proof broadband. Accordingly, these companies engage in a variety of digital inclusion efforts, including digital literacy programs and outreach initiatives, to make these vital services accessible and affordable to rural users. As new funding opportunities take shape, NTCA is encouraging its members to seek local partnerships to help more rural Americans—particularly youth and senior citizens—understand technology and how to use related devices and applications, as well how to stay safe online.

"Whether by hosting ‘internet classes,’ partnering with local libraries and career academies or helping students and seniors obtain devices, NTCA members have long had a strong commitment to improving access to and understanding of broadband opportunities in their communities," said NTCA CEO Shirley Bloomfield. “This toolkit highlights their efforts and provides guidance for providers and states to help set them up for success as they apply for BEAD funding and work to bridge digital gaps.” 

SMART Tools for Digital Inclusion was distributed to NTCA member executives at the 2023 NTCA Telecom Executive Policy Summit this week in Washington, D.C., and will be shared with state broadband officials in coming days.
