(Dec 20) In ex parte meetings with FCC staff, NTCA urged the agency to adopt a process for EBB subscribers’ consent to enrollment in the ACP that is “opt-out” only. As NTCA explained, notices sent to subscribers are often ignored, and an “opt-in” mechanism here could result in low-income consumers de-enrolled and losing a much-need subsidy. NTCA proposed alternatives that would alleviate the concerns behind an “opt-out” approach.
