(May 26) In a letter to the FCC, NTCA reiterated proposed updates to the CAF-BLS and HCLS mechanisms. NTCA further illustrated how comparing the plan to the status quo without reform, rather than comparing the plan to the current level of support, better captures the increased predictability that this proposal will produce.
