(Mar 5) In reply comments filed with the FCC, NTCA pointed out that the FCC’s proposal to prohibit cable and DBS providers from charging Early Termination or Billing Cycle Fees amounts to rate regulation and thus exceeds statutory authority. NTCA also stated that if the FCC were to prohibit cable and DBS operators from charging early termination fees, these providers would likely only offer month to month subscription plans, thereby increasing the cost to the public.
