(Nov 15) In reply comments filed with the FCC, NTCA stated that the agency’s direct access to numbering resources rules should strive for accountability, promoting the seamless delivery of calls, and avoidance of arbitrarily differential classification and treatment of various services that are perceived as effective substitutes by consumers. One example of such arbitrarily differential classification of services that NTCA urged the FCC to address is the fact that one-way VoIP providers are not subject to the requirement to contribute to universal service.
